An effective rapid response requires more than an appropriate sense of urgency. It requires pre-planning and proper provisioning so that a well choreographed plan can be carried out on short notice.
But the need for rapid response is greatly reduced by proper preparation beforehand, such as maintaining dependable hardware, maintaining proper security and even maintaining ready replacements for all critical equipment.
